Chapter Name Change
Child Protection Conferences This chapter was revised in Section 7, Information for Conference and should be re-read.
Female Genital Mutilation

The chapter was further updated in April 2016 to reflect the Serious Crime Act 2015’ amendments to the Female Genital Mutilation Act 2013 making it an offence of failing to protect a girl from FGM, creating a civil law measure Female Genital Mutilation Protection Order (FGMPO) and offering lifelong anonymity to victims, where an alleged offence may have been committed. The Female Genital Mutilation and its Management: Royal College of Obstetricians and Gynaecologists guidelines have been updated.

Also, from the 31st October 2015, regulated professionals in health and social care professionals, and teacher in England and Wales have a duty to report ‘known’ cases of Female Genital Mutilation (FGM) in under 18s to the police.

Domestic Abuse This chapter has been amended to take into account The Serious Crime Act 2015 which created an offence of controlling or coercive behaviour in intimate or familial relationships.
Safeguarding Children and Young People Who May be Affected by Gang Activity This chapter has been updated in regard to the Serious Crime Act 2015 and should be re-read.
Brief Guides This chapter was updated to include new information on the Compass Adult Substance Misuse Service.

Chapter Name Change
MKSCB Levels of Need The MKSCB Levels of Need document was approved by the MKSCB on 30 September 2015. The revised document incorporates locals changes in relation to the MK multi-agency safeguarding hub (MASH), additional information in the tables, and introduces a new Windscreen.
Safeguarding Children and Young People from Sexual Exploitation Links to the MKCB CSE Action Plan and Guidance for Professionals have been added.
Female Genital Mutilation This chapter has been substantially revised to include local developments implemented through the MKSCB FGM Strategy.
Abuse by Children A link has been added to an Information guide: adolescent to parent violence and abuse (APVA) produced by the Home Office.
Safeguarding Children and Young People Who May be Affected by Gang Activity Details of the NPSCC gang helpline have been added into Section 5, Referral and Assessment; Anyone with concerns about a young person’s involvement in a gang can contact the NSPCC a 24-hour helpline by calling 0800 800 500.The helpline is funded by the Home Office is available to help parents, carers or any other adult worried about a child or young person at risk from gang-related activity. This includes children and young people who are not themselves in a gang, but may be at risk of being targeted by gang members. Information on Gang Injunctions has been added into Section 6, Support and Interventions.
Agency Roles and Responsibilities This chapter has been reviewed to reflect the publication of Working Together to Safeguard Children 2015.
Information Sharing and Confidentiality This chapter has been updated to include links to new Department for Education Guidance on Information Sharing.
Rapid Response to an Unexpected Child Death This chapter has been updated to take account of Working Together to Safeguard Children 2015, changes in Coronial procedures and revised interagency working processes following the implementation of Milton Keynes Multi-Agency Safeguarding Hub (MASH).

Chapter Name Details
Safeguarding Children and Young People Against Radicalisation and Violent Extremism This new chapter contains guidance for professionals who are concerned about young people who may be radicalised or exposed to violent extremism.
Children Missing Education This chapter contains information for professionals who become aware of children who are not on a school roll or being educated otherwise or have been out of any educational provision for a substantial period of time. It reflects the 2015 Statutory Guidance for local authorities on Children Missing Education.

Whistleblowing Information on the Whistleblowing Helpline has been, and a link provided to guidance published for staff in health and social care in relation to Raising Concerns at Work.

Policies, Principles and Values This chapter has been updated to reflect Working Together to Safeguard Children 2013.
Information Sharing & Confidentiality This chapter has been updated to include information on the Child Sex Offender Disclosure Scheme and the Domestic Violence Disclosure Scheme.
Recognition & Response This chapter has been updated to reference the Early Help Assessment which has replaced the Common Assessment Framework (CAF) in Milton Keynes as the mechanism for recognising and responding to children and young people with additional needs.
Recognising Vulnerability of Children in Particular Circumstances Section 7 - Forced Marriage, has been updated in accordance with the Anti-social Behaviour, Crime and Policing Act 2014 which introduced criminal offences of forcing someone to marry, and breaching a Forced Marriage Protection Order.
Referral and Assessment This chapter has been updated throughout to reflect the introduction of the Child and Family Single Assessment in Milton Keynes. The Single Assessment Process was introduced in Working Together to Safeguard Children 2013, and replaces Initial and Core Assessments. Section 3, Child and Family Single Assessment is new and should be read in full.
Section 47 Enquiries This chapter has been updated throughout to reflect the introduction of the Child and Family Single Assessment in Milton Keynes. The Single Assessment Process was introduced in Working Together to Safeguard Children 2013, and replaces Initial and Core Assessments.
Child Protection Conference References to Core Assessment have been replaced with Child and Family Single Assessment to reflect the introduction of the Single Assessment Process in Milton Keynes.
Planning and Implementation This chapter has been reviewed and updated. References to Initial and Core Assessment have been removed and replaced with Children and Families Single Assessment.
Allegations Against Staff, Carers & Volunteers This chapter has been revised throughout with Reference to Keeping Children Safe in Education (Department for Education, 2014).
Criminal Injuries Compensation Authority In 2014, the way in which the criminal injuries compensation scheme is administered was changed; this chapter has been rewritten to reflect these changes.
Domestic Violence and Abuse Information has been added on Domestic Violence Protection Orders and the Domestic Violence Disclosure Scheme ('Clare's Law') which came into force March 2014.
Female Genital Mutilation (FGM) This chapter has been updated to reflect the actions required by NHS Hospitals effective April and September 2014.
Missing Child Policy A link to Statutory Guidance on Children Missing Education has been added.
